Set and Horus are the Samtaui, the two primal neteru as active forces in the Universe. Set represents the inner power, or 'rulership in the inner world'. Horus represents the outward looking vision, or 'rulership in the outer world'. The balance comes in the push/pull of the dynamism, and in the balance comes reconciliation. The wise sovereign balances within himself those forces strengthening individuality and those forces strengthening co-operation.

I've made Horus look like he is radiating light, and Set is darkly brilliant. The shoulders of Ramses II are dark, to show the 'broad shoulders', synonym for strength, is from Set's energy, and the light in the crown to show a good ruler needs the 'outward looking eye' of Horus. Horus is seen as a falcon, for as he soars he must have keen far vision.
